Research and Publication Ethics

Chapter 1: General Provisions

Article 1 (Purpose)

The purpose of this Ethics in Research and Publication(hereinafter, “the Ethics”) is to provide ethical standards with respect to the publication of the KDI Journal of Economic Policy.

Article 2 (Scope of Application)

The Ethics applies to all actions related to paper submission to the KDI JEP, in addition to editing and review of papers submitted.

Article 3 (Enforcement of Ethics)

Authors, reviewers, and editorial board members are to agree to abide by the Ethics.

Chapter 2 Writing, Editing, and Peer-review

Part 1 For Authors

Authors should observe high standards with respect to publication ethics as set out by the Committee on Publication Ethics (COPE)

Article 4 Definition of terms

Fabrication or falsification of data, plagiarism, duplicate or redundant publication, unreasonable author indication are all unacceptable practices. Any cases of ethical misconduct are treated very seriously and will be dealt with in accordance with the COPE guidelines. The definitions for each case are as follows:

  1. “Fabrication” refers to the recording or reporting of spurious, false data or research results
  2. “Falsification” refers to the manipulation of the research process or the arbitrary alteration or omission of data which lead to the distortion of the contents or the results of the research.
  3. “Plagiarism” refers to the unauthorized use of others’ idea, logic, specific terms, data, and analysis as one’s own original work, either intentionally or unintentionally, without any indication of the sources.
  4. “Duplicate or redundant publication” refers to the practice of authors’ use of their previously published works in whole or in part without proper citation as though they were new, or in a manner that goes beyond the conventionally accepted level.
  5. “Unreasonable author indication” refers to the act that does not grant or give disadvantage in the order of authorships to a qualifying person, without a viable reason, who has contributed to research contents or results in scientific or technical terms for authorship, or the act that grants a person who has not contributed to scientific or technical terms for authorship.

Article 5 Originality

By submitting manuscript to the journal it is understood that this it is an original manuscript and is unpublished work and is not under consideration elsewhere. Plagiarism, including duplicate publication of the author's own work, in whole or in part without proper citation is not tolerated by the journal. Manuscripts submitted to the journal may be checked for originality using anti-plagiarism software.

Article 6 Authorship

All authors listed on the manuscript should have contributed significantly to the experimental design, its implementation, or analysis and interpretation of the data. All authors should have been involved in the writing of the manuscript at draft and any revision stages, and have read and approved the final version. Anyone who made major contributions to the writing of the manuscript should be listed as an author (e.g. "ghost writing" is prohibited by the Journal). Any other individuals who made less substantive contributions to the experiment or the writing of the manuscript should be listed in the acknowledgement section. Any change in authorship (including author order) after the initial manuscript submission must be approved in writing by all authors.

Article 7 Conflict of Interest

At the point of submission, each author should reveal any financial interests or connections, direct or indirect, or other situations that might raise the question of bias in the work reported or the conclusions, implications, or opinions stated – including pertinent commercial or other sources of funding for the individual author(s) or for the associated department(s) or organization(s), personal relationships, or direct academic competition. When considering whether you should declare a conflicting interest or connection please consider the conflict of interest test: Is there any arrangement that would embarrass you or any of your co-authors if it was to emerge after publication and you had not declared it?

If the manuscript is published, relevant Conflict of Interest information will be communicated in a statement in the published paper.

Article 8 Revision
  1. Author(s) should revise their manuscripts in accordance with the publication regulations of the KDI JEP Editorial Board and submit a revision report reflective of reviewers’ opinions.
  2. Author(s) should alert the editorial board promptly if they discover an error in any submitted, accepted or published work. Author(s) should cooperate with the editorial board in issuing corrections or retractions when required.
Article 9 Respect for the Editorial Board

Author(s) shall respect the opinions of reviewers and the decisions made by the Editorial Board.

Part 2 For the Editorial Board

Article 10 Duty and Responsibility

The Editorial Board should take responsibility for everything they publish, and the most important part of the responsibility to make fair and unbiased decisions for publication shall be the upholding of principles of editorial independence and integrity.

Article 11 Fair Request for Peer-review
  1. The Editorial Board should select and make a request for peer review to a candidate with expertise in the field of interest and capacity for fair judgment.
  2. If there is a sharp contrast among the peer review results of different reviewers, the Editorial Board may make an additional request for a review to a third expert in the related field.
Article 12 Respect for Authors

The Editorial Board shall respect the personality and independence of authors as an intellectual with expertise and should not pressure authors to add citations from the KDI JEP for the implied purpose of increasing citation rates and, by extension, journal impact factor.

Part 3 For Reviewers

Article 13 Peer-review in Good Faith

Reviewers should review a manuscript commissioned by the Editorial Board in good faith and submit the review results to the Board within the proposed time-frame, informing the journal promptly if they require an extension. If reviewers consider themselves not qualified enough to review the manuscript, they are to notify the Board immediately.

Article 14 Fair Review
  1. Reviewers should be objective and constructive in their reviews and provide a fair review report on a manuscript regardless of their personal academic views. They should also provide adequate grounds for the review results through meticulous examination.
  2. Reviewers should provide feedback that will help the authors to improve their manuscript and provide evidence with appropriate references to substantiate general statements, and should be specific in their criticisms.
Article 15 Respect for Authors

Reviewers should respect the personality and independence of authors as an intellectual with expertise. Reviewers shall present their opinions on paper and explain proper grounds for revision if necessary.

Part 4 Confidentiality

The Editorial Board and reviewers are expected to treat articles they handle confidentially. The Editorial Board and reviewers must not disclose information about manuscripts (including their content, status in the publishing process, reviewer feedback and final decision) to anyone, other than the authors. They should not use knowledge of the work before its publication to further their own interests. Reviewers also have the right to confidentiality; they will remain anonymous and their comments will not be published.

Part 5 Research Integrity Verification and Violation Penalties

Article 16 Verification

If allegations of misconduct are made regarding a paper or suspicions are reported, the KDI Journal of Economic Policy (JEP) Board of Editors (hereinafter, the “Board”) shall set up an investigation committee in accordance with the KDI research integrity policy and guidelines.

Article 17 Penalty

In cases wherein the investigation committee makes a judgement of misconduct, penalties will be imposed in accordance with the following subparagraphs;

  1. If plagiarism is discovered before publication, the Board may reject the paper and notify the author’s institution.
  2. If plagiarism is discovered after publication, the paper will be officially retracted from the JEP list and an online notification will be posted. The author’s institution will also be informed.
  3. Upon confirmation of plagiarism, the author(s) will be suspended from submitting future manuscripts solely or jointly to the JEP. The suspension may last for two to three years, depending on the seriousness/extent of the plagiarism.
  4. Any research integrity violations other than the plagiarism shall be subject to sanctions determined by the investigation committee.
